Download a free copy of VirtualBox, (there are Mac version as well), install a copy of Windows XP, then install the original game CD. Alternatively, install DOSBox, and install Windows 3.1 inside DOSBox, and then install Civ2. I used the VirtualBox + Windows XP methods on both my Windows 10 and MacBook, all working fine.
